Alright, I'll post this here and see what you guys think since the guys in the Ranger forum weren't much help.
These days, Dad is driving a '95 Ranger 4.0, 4x4, 5 speed and he's had this issue with it since he bought it. What it does is that when it is warm and you start it, if you hesitate at all between key on and start position (and sometimes even if you don't) it won't start. The solution is to pull the fuel pump relay, climb in, and hit the key, and it fires right up, you replace the relay (quick before it stalls) and it runs great. The engine runs fast once it first starts (though I'm not sure it's really faster than it should be ~ 2200 RPM or so) then it settles into a nice idle.
So, I was thinking leaky injector, right? Nope. Put a fuel pressure gauge on it, hit the key and it pressures up, turn the key off and it holds rock steady.
Here's a video:
I'm at a loss and I don't want to just start throwing parts into it. Dad's not going to spend much on it (heck he's been driving it with broken springs in the back for a year now) but he's getting tired of it not starting on him and having to get out and go through this rain dance to make it run.
Any idears?

Thanks still like a few things but at least he can drive it now.
This is a factory hood with a boss 429 hood scoop molded on it.
I was hopping to do some stuff to the Mistress with some of this money, but I am not tearing it down this close to summer.
Saweeet! That trophy turned out really good! The pony car doesn't look bad either....
Yeah that was the deal with the trophy at RRE, Kevin had the trophy and Clay told him he would engrave his truck on the trophy if Kevin would let him take it back with him. I'd say it was worth the wait! Now that's personalized!
Thanks Nate, the trophy did turn out good just what you would expect from the box with yellow tape.
The pics show up small on my phone. Is it just me or is that a crew cab OBS dually engraved on that trophy? Good looking trophy. Lol. Yes, Travis that is my truck on the trophy Clay did not bring a trophy for the over all win, he took pic of my truck and made a custom trophy. Did I tell you how great Clay and Riffraff is.
I like the hood on the mustang. There was a mustang with what appears to be that same hood on it in the body shop while mine was still in the shop. It looked pretty nice. That car had a 521ci big block Ford lurking under the hood too. Lol.

I'm looking forward to payday, and getting the engine rebuild kit from Clay. Knock out a big expensive one, then I'll only have injectors and HPOP to save up for. Gotta love the yellow tape. Makes picking up your mail pretty easy when you can spot it 40 feet away, and them telling you to go and pick it up since it weighs a ton
For the fellers not on Facebook. Clay brought me a riffraff baby hat and blanket to RRE. I think he sells them now, but I was lucky and got in on it early. Lol. He said, just make sure I get pics. Fast forward to a couple of weeks ago and the wife and my mom took James to get some pro shots done. I said, make sure you take the riffraff stuff! Well here is the pic that Clay put up and is one of my favorites. It's what's at my desk at work, albeit I'm rarely at it.
