02 f250 Code P1249

A buddy of mine is having trouble with his 02 250 psd.
He is getting the code P1249 which has to do with low boost or something I dont remember the exact description.

From our preliminary research we believe it has something to do with the wastegate actuator. We are pretty sure there isnt an exhaust leak and the turbo is good(hopefully).
Just curious what is common with these and if you guys have any ideas how to test or fix this issue.

He has AFE cold air intake, dual stacks exhaust, bullydog 6 gun tuner, headstuds...springs...rods.. injectors..Not sure what all the internals are on the engine, but on his tuner it pretty much jumps up to 30psi and tops out at 50psi.... which from my knowledge is bad if the info is correct or the guage is wrong since he is still on stock turbo.
Maybe HPOP cant give enuf oil for them?

IDK ill stop blabberin since I dont know much about the later SD 7.3s.

P1249 is Waste gate pressure not detected Map hose, sensor, EBP sys., intake leaks, turbo. Is what the code means. I don't see any way you can get 50 psi boost with the stock turbo. 30 psi yes, but its not long for this world at that pressure. So is it running good, or falling on its face. What injectors dose he have? Need more information!

The second code was like P1211 or something relating to ICP pressure high or low...
The guy originally told him 50 pound injectors which makes no sense of course so I am having him call him to ask the flow rating or how much oversized nozzles.

His turbo does spool.. and his gauge says up to 50...
IDK ill search around here more. It confuses the crap out of me.

No way a stock turbo puts out 50 psi. gauge has to be wrong.

Yeah i know that... 25 is about max.

Well the ICP looked like it had enough blow by oil on it that it could be shorted. He replaced that and no major difference (at least in the 10 min drive last night).

Back on the firewall it looks like there is a good amount of soot.
Thinking the uppipes may have a leak... or a hole.
