No fuel pressure

I'm helping a friend with his 1995 F-350 351ci. There is no fuel pressure even though I can hear the pump run. I thought maybe a clogged filter so after removing the filter, still no fuel even though the pump runs for a couple of seconds. I'm perplexed. Any thoughts? The engine runs with starting fluid directly into the intake.

Conaski, thanks for the help. After lying under this truck in 96+ degreees fighting with a fuel filter and those d--- fittings, nothing like a helpfull suggestion to help me with my dilema. perhaps one day I can repay the favor. But right now I'm desperate for guidance.

All's well that ends well. After running the pumps on both fuel tanks and getting no fuel, I decided to run a jumper wire to the two pumps to try to keep them engaged for more that two seconds. But before that I thought I might put some gas in the forward tank because my friend said he never used that tank. The rear tank pump ran but gave no fuel because it must be bad. The forward pump ran and gave no fuel because "THE TANK WAS EMPTY"! After five gallons of new gas, gas ran through the line into my catch basin. After hooking up the lines to the new filter, she fired right up. My friend still has to deal with a rear pump issue but now he can get home. When he comes to get his truck, he'll get a knot right on his head then i'll ask for one too and then we'll go fishing!
