If you're talking about the part that the bearings DO NOT ride on, then the answer is yes, that is normal.

All these tapers are rough turned- no need for finish turning. Its a waste of time cause that area does nothing.

My pictures a little grainy but it looks the same. Nothing rides there so it is OK.
