where did you check the fuel pressure? At the fuel rail? Nothing is blocking up the intake is it...know it sounds simple, but got to start out with the basic stuff air and fuel. Is the truck's battery in ok shape, you need enough voltage to get that motor spinning and injectors firing.

I check the fuel pressure at the rail from the valve, nothing is blocking the intake and i made sure i charged both of my batterys. I am sure i am getting enough voltage. I have a WTS light and there is no CEL. is it possible that i got the wrong CPS?

No CEL with key-on, engine-off indicates the computer is not receiving power, or has failed.

Go rent a code reader from autozone and see if you can pull any codes.

It is possible that you missed a fuse problem. Fuse 22 could have blown because the fuel bowl heater shorted out. When it blew, it took out power to the ECU. Common problem - more info in the diesel subforum on this. Short answer - disconnect the fuel bowl heater, replace fuse 22, try again.

Also, while cranking, does the tach bounce around at about 200rpm? If not, you have a bad CPS or bad connection to the CPS. Another possibility is a failed ICP sensor. Disconnect it and if the truck starts, that's bad and needs to be replaced.
