Do you mean the actual switch or are you looking for the delay governor?
The switch itself is mounted in the dash where the **** is. To remove the **** there is a small clip that attaches it to the rod- a piece of bent wire or a pick will work to remove it. Once it's off, remove the dash bezel and you can access the switch.
If you're after the delay governor, trace the wiring harness from the switch and you should find it under the dash as well. You will at least have to remove the fuse panel cover to get at it. I believe it is held in place with a plastic bracket [similar to a zip tie] but it should otherwise just unplug.
