F700 with 370 v8 - No Power?

We recently acquired a 82' F700 with a 370 v8. It has very low miles and the engine is tight. The carb was flooding, so we installed a rebuild and changed plugs/wires. Truck runs and starts beautifully and drives well.....but it seems very gutless and seems to not want to pull above 3000 rpms?

I have heard that these trucks could have been governed which would explain the lack of RPM. If you press the throttle harder, it almost seems to flood out....which could also explain the possibility of a governor. If you back off the throttle, the RPMS drop back to around the 2500-3000 RPM and it runs good again. It just doesn't seem to want to rev past that number and if you try to push it, it just won't rev up......even though there is lots of throttle left?

It is definately not a carb issue, and I doubt it is an electrical issue. (I plan on replacing the cap and rotor just to be safe. The coil was also replaced.

Currently, this truck won't hold a flame to our old International 3 ton with a 345 v8. It would eat this thing for lunch....and the motor is on its last legs!!

If there is a governor on this thing, where is it and can it be removed?

If the governor is on the distributor, can it be disabled, or do I need a new distributor?

.....I forgot to mention.....this thing runs a Holley 4190 carb......I believe with a governor.....I guess I may have answered my own question?

Is there a way to disable the governor on the carb?
