The front of the frame needs to be cut, a section taken out and rewelded. Try to find the part of the frame where it starts to widen to connect the bumper. Cut the frame just before that, then back a few inches or whatever distance you want the bumper to stand away from the body and cut again. Take the front most piece that connects to the bumper and weld it to the shortened frame near the body. Just make sure the dimensions of the frame are the same where you make the two cuts.
