The article mentions separating and flaking. I don't think this is possible with the cross-linked polyethylene. Also, there is no lining on the current plastic tanks. This sounds like what used to happen on coated steel tanks.

Minor side note on cross linked PE: You cannot weld that material should you put a crack in it. High Density PE, yes, but the crosslink just won't melt onto itself.
(Whitewater kayaks are made from one of the two materials, and we like to extend their lives after they break (and they all break at some point from rock hits) by welding them using a heat gun and a bit of filler material, often from an even more dead kayak)
