Unbolt the fuel rails, then use a 7mm to unbolt the COP and then you will have access to the plugs.

I didn't need to move it on my old 01 5.4L F150 either.

On my old 97 with the 5.4, the fuel rail had to go. Otherwise, I'd have had to use a ridiculous combination of U-joints, extensions, and adapters.

If you decide to pull the rail, pick up a pack of o-rings from the parts store first as they're really easy to loose. Don't ask how I learned that....

Probably why so many plugs get improperly torqued as well, all the swivels used. I replaced the plugs on my '01 Engine with it sitting on my garage floor an couldn't do it without taking the rails off unless I wanted to use several swivels.

I didn't use any swivels when I was torquing the plugs...just about an 8" extension

Interesting. I just did some work on my '97 F250 (had a blown spark plug) and I didn't have to move the fuel rail. I wonder if they did a mid-year change on the fuel rail.....

My '00 E250 didn't need the fuel rails removed----and Van's are some of the worst for access to the plug wells.

Of course I did remove both front seats---that makes a huge difference!!

Driver's side was the PITA. Passenger side was easy and didn't require the rail to be moved.
