Unique to Diesels?

I am new to the diesel world.
Why is there such a fuss about water in the fuel?
I'm not asky why people are upset, I understand that.
What I want to know is where is the problem coming from?
Is this unique to diesel fuel? I don't recall discussions like this in the gasoline world.
Also, diesels are not something new.
I would think that problems like this would have been resolved years ago.
Basically, I need an education as to the root cause of the problem and what can be done to resolve it.
Like someone said earlier, Ford has spent millions of dollars on this issue.
So why is it still a problem and as a consumer, what can I -reasonably- do to minimize my exposure?
