It's going to be a state to state issue and how willing LE is to enforce it. Technically in florida, a single turn signal is the only flashing light legal while driving. Hazards aren't legal while moving but it's rarely enforced. In my county they also don't mess with the paving companies while they are on the job site.
I think the biggest issue comes in your intent to pull people over using the color of authority. As long as you don't use them on the road, they won't know, you won't be causing issue and you shouldn't have any problems.
It will be detailed in the state General Statutes ..... if you can find it! Amber would be the most acceptable. Here in NC most everything that runs amber runs white with it. Lots of construction has gone white only. HERE is an old post from RR about CO lighting. Need and intent is going to be the biggest issue. You want to cruise the town on the weekends with strobes, no.
Like they said, it depends on your state. Often times you can find this information easier than you think. When I have questions like this, I can go to twitter and ask "@CHPSouthern [myquestion]" and they will answer in an hour or so with a vehicle code reference.
