I average 23 mpg wth warmer weather, once the under 30 temps hit in the morning I average around 20.

Definately check the air filter. Probably replace the fuel filter.

I would inspect the convertor as well.

Beyond that, it would seem the engine isn't going into closed loop.

Suspect:
ECT
O2 Sensor

It's stuff to say right now, we need more details.

Is the engine coming up to temp? Do only have the factory gauges or a set of aftermarket as well?

All the sensors play a part in getting the engine into closed and they rely on coolant temp, outside temps and more. And there is a chain of command the ECM relays on with those sensors.

don't forget the old standby's: pull the plugs and look at condition, swab tailpipe for soot. Does the heater get decently hot on a cold morning?

remember these things aren't supposed to be quick.

An EFI engine is going to have pretty clean plugs if everything is normal.

Your truck doesn't have bigger tires throwing off the speedo does it?

Is that factoring in speedo error from the larger tires?
