ICP Voltage Problems

Been searching the forums and not getting the info I need. What range should the voltage be at the ICP sensor? I have .24 volts on a new sensor. Thought I remember reading sensors need volts minimum to operate.

Truck ran fine when parked. Next morning it started very rough for a few seconds before dying. Been working on it off and on for a month with no change.

1. Truck is a early 99' F350 7.3, 6 spd, 190,xxx. Outside temps varies between 55 and 20 degrees

Procedure so far:
-Batteries charged
-Changed CPS
-New fuel filter
-Fuel bowl heater unplugged last year.
-Nut is tight on IPR
-Fuses all check out good
-Unhooked ICP, no change, but had oil in sensor so replaced with a ford icp ($191.70). Sprayed wires down with brake cleaner, wires look clean and no frayes.
-Buzz test on injectors was good.
-Smokes when cranking
-Builds up oil pressure (2200 ICP), Oil pan also full.
-Has ove 1/4 tank of fuel.
-Fuel resevoir fills quickly. Always has fuel, no water in bottom
-Used a Solus tester from Snap On. Cleared codes. Only code showing up now is EBP sensor reads 22# @1.67 volts with engine not running. Removed sensor and cleaned out completely choked tube. Can see up sensor way further than a quarter inch. Will replace EBP sensor next, but the voltage on the new ICP sensor worries me.

Anything I'm missing? Seems like the longer the truck sits before a restart, that it will stutter a little longer, but following start ups are very short lived....maybe a second or two before dying. Also worried the truck is not running long enough to throw codes.

ICP voltage is based on pressure. The sensor gets a 5 volt (VREF) signal and depending on pressure outputs a voltage. In your case it looks like .24 volts. Which may or may not be good depending on the pressure. Can you watch ICP pressure while cranking?

Unplugg the EBPS and see if that helps you out. It does not need to be plugged in to run. 22# is too much, it should be 14-15#.

Yes, can watch ICP pressure build to 2200 while cranking.
Yes, have unhooked EBPS and ICP sensors with no changes.

Forgot to mention it is stock with no tuner.
Also glow plugs and gpr are all functioning.
No, unusuall dash lights

Just tried it a bit ago and it stumbled for about 10 seconds before expiring. It is warmer today, so I am now considering a mechanical injector problems. Although plugging in the block heater didn't help a month ago. The scanner buzz test only tested the injector electronics, the truck needed to be running to test for mechanical issues.

What is the IPR duty cycle when cranking? 2200 PSI should be enough to allow it to fire the injectors.

Didn't write it down. I can use the scanner every Sunday night, so I can let you know next week.

Supposed to get to 66 degrees here this afternoon, so I'm wondering if I can get it to fire this afternoon.

Also I use 15w - 40 year arouns, however it has been building up oil pressure.

Found another problem. Rubber seals on fuel lines going into the fuel filter sump are about gone, and letting a fair amount of air along into the fuel system. Don't think this is going to solve the problem, but could be affecting the injectors.
