AC not working ( after crossing into mexico) (:

I will look back both places.
Appears to be a voltage problem. 95 E250 California Emissions 5.8l.
As soon as I crossed the border and turned on the AC, no go.
Checked the clutch and low pressure switch for voltage = 0v
Checked the 50A fuse and others in power dist box and all OK, and blower works.
Have not checked for pressure in system, but from the electricals it appears to be a voltage source issue.
1) There must be a drive relay or something before the pressure switch, but I have not found any schematics showing the source.
2) I noticed last summer the clutch would cycle on and off. Is this normal?
I did several searches, but couldn't find more info than the schematic from the switch and the clutch switch tests above.
Any advice would be appreciated.
