All drivers have the responsibility to avoid an accident. Having the right of way does not absolve you of that responsibility.
The trucker is at fault. He sped up to keep someone from passing. He crossed the left solid line to gain more room so he could continue to speed up.
Morning rant over.
But you can't lay total blame on the truck. Leo even said in the quote you quoted "all drivers" the car has a much better power to weigh ratio and obviously much better stopping capabilities. He could have slowed down for a few minutes until it was safe.

Regardless of what you think of the truck driver, it was the car that was changing lanes. I'm unaware of any traffic law that allows you to change lanes directly into another vehicle. It was the responsibility of the vehicle that was changing lanes to make sure that the destination lane was clear. It wasn't. That driver is at fault.

Never touch the stuff. I come from a family of plumbers and am well aware of water's ability to turn iron pipes into scrap metal. I've never seen beer, coffee, or a good bourbon ruin similar pipes.
I see no point in starting to take those kinds of chances this late in life!
