Nahhh.. It's just adding the wrong items. A little mathematical "bait and switch"! 
There is a debt of $98. (Borrowed $100, gave $2 back.) Of that borrowed $100, $97 went to the retailer, $2 back to the parents, and $1 into the kids pocket.
The "question" substitutes the amount of the debt for the amount spent, leaving $1 unaccounted for.

the guy did not have the boat tied down to the trailer, and did a panic stop. the boat rode up off the trailer onto the truck pushing it into the light pole.
