That wire goes back to the instrument display for the "Water in Fuel" light. If the wire is unhooked the water in fuel light will never come on if water is in the fuel filter base.

 

I guess that would explain why is wasn't on and the fuel filter base wall full of all kinds of crap

 

If you want to double check the operation of the water in fuel light, ground that wire that goes to the fuel filter base. If everything else is correct, whenever the key is in the ON position the water in fuel light will be on. I think it will also illuminate whenever the key is in the start position.

NO reverse lights bulbs fine wiring in rear fine but no power to wiring. I have a 5 speed but don't see sensor help!!
