Is something missing from my turbo pedestal?

I have an oil leak somewhere in the valley pan. I didn't have time to dive into it in depth this evening but I was just looking to see if I could see any obvious place that it was coming from. I found this bolt hole, for lack of better terms, on the passenger side front of the turbo pedestal. It looks like something has been there at some point but it's not now. Is something missing from there? As far as the oil leak goes, I cleaned alot of it up but in the pic you can still see it under the pedestal. Any tips on where that might be coming from? I plan on doing the CVV mod probably tomorrow as there was a film of oily dirt all over the turbo area before I cleaned most of it up but I think there was too much oil in the valley pan for it to be just from the CVV. It doesn't leak enough to show on the dipstick but it's enough to leak down into the bell housing and drain out of the drain holes in my ZF6, not very much but just a drip here and there. I have searched and read several threads about oil in the valley pan and saw some talk that it could be fuel leaking but I'm sure it is oil. I ran my fingers thru it and there was no smell of diesel fuel. I've checked around the HPOP and it looks clean and dry there. And to make things even better, I discovered that I definetely have a boost leak in the driver side up pipe where it goes into the Y collector. I can't afford it until after Christmas but I will definitely be buying the International up pipes and Y collector that I read about on Guzzle's web page. In the mean time, and this may be a really stupid question so forgive me, would it be possible that a little JB weld might seal up that leak until I can replace the up pipes?

No that is normal, I forget what use to mount there though.

That is one of the holes where the mounting bolts thread in for the heat shield that is present on vans.

good chance its ya EBPV (exhaust back pressure valve). Very common. Unfortunately it means turbo removal to either put a kit though it or delete it all together. Have you got a mechanics mirror to take a look ??

It leaks from the rod (arrow indicated)

Actually that would make me happy if it was the EBPV. I want to do away with it anyway. Since I've added the Edge Evolution II, I continously get a P0478, and P0470 code. I've never pulled a turbo but I'm sure with a little research here I can figure it out. I don't have a mechanics mirror but I'll get one tomorrow! Thanks!
