2003 Sport Trac Dead OBD Readings

There is a fuse for the OBD2 port. Does the vehicle start and run fine? The fuse for the OBD2 port is fuse F2.17, a 20A fuse in the Central Junction Box which also powers the horn and cigarette lighter. Have you been using the lighter socket for anything recently?
Pin 16 (light blue/white wire) of the OBD2 port should have power to it all the time. Pins 4 and 5 are ground wires (black and black/white respectively), I'm not sure if it's standard which one the scan tools use.
