Are you sure the COPs need to be replaced?
The boots usually degrade long before the coils go bad.
I've used Denso boots and coils that work well.
I've changed the boots 3 times and still have the OEM coils after 173k.
Some say they are the manufacturer for the OEM Ford units.
Rock Auto seems to have among the best prices for them.

I have heard that before that the boots go bad first. How does the boot attach to the coil?

Bite the bullet and do them all.
I did them one at a time for the same labor cost as doing them all.
I tried to save my two newer coils and replaced 6 of the 8 instead of doing all 8. Cost me $100 labor. Later that week when the #4 was acting up I took it back and paid $45 in labor for that one coil.
Lesson learned.
I got my coils from NAPA for about $50 each on the good guy deal. They sell a cheaper coil but get the premium.
Trying to do them one at a time did not work out for me.

For 15 years whenever I replaced a faulty coil (with boot), the related plug was replaced with a new Motorcraft plug. The last few years the coil failures became more frequent, like 2 or 3 times per year, usually after extended periods of wet weather.
About a year ago I bought 8 Denso coils and boots, and 8 Motor Craft plugs. Plugs are torqued to 22 lbs.
I can't remember the Expedition ever running so well.
