Exempted Vehicles
In CA it's 1975 and older are exempt from emissions testing.
Exempted Vehicles
- Most model year 2007 or newer, except reconstructed, vehicles
- Most model year 2009 or newer original equipment alternative fuel vehicles
- Model year 1966 and older vehicles
- Vehicles designated as "collectible" (requires collectible vehicle insurance, reported to Arizona Motor Vehicle Division by insurer)
- Electric powered, golf carts or vehicles with engine displacement of less than 90cc
- Motorcycles registered in the Tucson metropolitan area
- Apportioned vehicles (licensed in more than one state)
- Vehicles leased to a person residing outside the emission control areas
- Vehicles transferred between dealers (wholesale)

The right place to get this information is from the state, not here. But...
If you're in the Phoenix metro area, 1967 and newer has to be tested. I looked this up a long time ago when I was job hunting. Here it is, straight from the source:

As previously stated the cut off doesn't move. It is at 1966.
The state did pass a law stating that vehicles 25 years and older do not require emissions testing, however it still needs to be passed by the Feds.
If the truck isn't your only transportation you can look into registering and insuring it as a classic which would make it exempt.
All AZ checks for on these is CO and HC at idle and loaded.

The new AZ emissions exemption was signed into law by the governor of AZ on 4/18/11.
But the law he signed had been amended to replace the rolling 25 year exemption with an exemption for only 1974 and older.

The exemption does not become effective until after the EPA approves.
Meantime, you don't have to register your vehicle as a classic, you just have to have the collector car insurance. If the use of your vehicle qualifies for the insurance, the insurance company generally reports electronically to the DMV.
