The weather has been crappy up here the last couple months so I went ahead and ordered the T-500 from Terminator before I took my old one out & paid the core charge. I also farmed it out to a mechanic friend of mine I've known for over 15 years..

We reused the IPR and now it won't start with out a little shot of either, and the throttle response is slower than it was before we changed it.

Joey sent me a pump for a 99+, so we changed the fittings and left the springs out like he said to do.. My mechanic said he didn't see any O-rings on the old fittings, just a compression washer on the 90 degree fitting.

Any ideas what the problem might be? You would think it would leak if it was the o-rings.... I'm leaning towards the IPR but not sure.

so does he take your old pump and modify it. I have also read that you should not use ether if your glow plugs are not disabled

Yes. I can answer that one. I got the T-500 before the price hike.
You send him in a core just like most stuff and he completely tears down and rebuilds and tests it then sends you a "new" pump.
I personally bought a separate used pump and sent that in so i didnt pay the $200 core charge.. and my truck was still running.
