i had a 15 passanger 4x4 ford van, that thing was great! never had a passanger endorement, but didnt know i needed one, also dont have any friends so it would have been pointless to get that endorsment.

As far as needing it for non commercial uses, idk... They have noncommercial class b and a and commercial class c, so I would imagine you do need it just as an endorsement on your noncommercial class c. But then again most dmvs don't know about non commercial class a anyhow. Its a separate test than commercial class a.
Heck when I went to do my ambulance driving test the lady said she has never done it (same response I get every time I go there for these) and she goes back to the lady and says "I need an ambulance" and the lady freaks out until its explained that she actually needs an ambulance TEST.

I'm confused... It drive a 15 passenger Econoline van (at least commercially) you do need a passenger endorsement regardless of the number of passengers you have. Even if its 0. That's what they told me at my passenger endorsement test.

My brother in law has the same issue with the fire truck tests. The LA fire department gives out the name of the one person at the one dmv that knows what's going on and they all go to her.

I think the laws vary state to state widely on that matter. I do know here you can tow and drive any private entity truck non commercial of almost any length and tow about the same as long as it stays under a certain weight rating. Have not paid attention all that much, but i should since i've driven some stuff in some very scary conditions that i had no license for(air brakes, over 26,001 GVWR)..oopsies?
