Blinker, Flasher Question!!!

On to my next hurdle. Rear bulbs are flashing when hazard switch is on, front bulbs are not. Blinkers do not work at all and I do not hear the blinker relay when blinker switch is on, but I do hear it when flasher is on. Bulbs look good, I put meter on front harness with hazards on, no voltage. Where should I look first. Oh yea I checked all fuses found 4 that were blown and replaced, no help though. Thanks, Joe
