Welcome to FTE
There is no such thing as running lights on these trucks. Running lamps are on all the time the ignition switch is turned on (like newer GM and Toyota vehicles).
What you prolly are referring to are called parking (turn signal) lamps. The parking lamps turn off automatically when the headlamps are turned on, because that's how the lamps operated back then on trucks...and cars.
Pull the headlamp switch **** all the way out, then click on the dimmer switch. The dimmer switch is one of the usual causes why the headlamps don't work.
Peeps click on the switch to change to hi beams, but when the switch is history, the headlamps go out.

The dimmer switch is used only to change the headlamps from hi to low beams and vice versa. Has nothing to do with anything else.
There are two positions on the headlamp switch, pulling the **** out to the first position turns on the parking lamps.
Pulling the **** all the way out (to the second position) turns on the headlamps, the parking lamps then turn off automatically.
People than own modern vehicles assume things work the same way on older vehicles, but this is not the case, and this is one example of many.
