Power Steering Hard after repair

The old hose had a small but persistent leak. The steering was fine prior to replacement, now, at low revs no power steering, if I keep the revs up, power steering is working. There is no noise or whine from the pump, even when there's no power steering. Any one have any ideas as to the problem? Thanks.

After the repair, power steering is non existent at low revs but seems to work with high revs. Fluid level is at max. The pump is not making any noise or whine. No noise in the steering. Before the repair power steering was fine, except for the hose leak. Anyone have any ideas as to what's wrong here?
