'00 F250 V-10 help with cruise control

I have spent a lot of time reviewing all the posts on this subject. I have gone through the diagnostics and everything checks out (no codes-light blinks when it should) with the exception of the servo motor. The instructions said that it should move some at the end of the diagnostics. I can hear the servo, but the cable doesn't move. Is this typical of a bad servo motor? I even opened the side where the cable attaches to the servo and it did make noise but nothing moves.

Just wanted to let you know, the cruise light comes on when I push the set/acel on the steering wheel but nothing happens. My horn works. I have no other items lit like ABS, etc. I jumpered the switch at the end of the master cylinder and it didn't make a difference.
