Gas tank drain plug leaking.

Gas tank drain plug leaking.
This should be an easy one for you guys, I just have no idea where to start.
I have a regular 19 gallon between the rails metal tank. It was painted a few years ago, just before I bought the truck, and the whole surface is still in good shape, but the darn little 2 inch metal plug plate right in the middle of the bottom is leaking. It was sealed on there with some type of gunk stuff, but that obviously wasn't good enough, only lasting a few years.
So, aside from draining the gas (thought of that one all by myself), what do I do to reseal the tank? How should I remove the old patch and clean off the sealant? How do I prep the surface, and clean off any gas residue? What product do I seal with?
Thanks guys, AleX.

I have had tanks on farm equipment welded before, the guy who did it for me's method was to drain the tank and fill it full of water, this will drive out the fumes, which are explosive! He then used a brasing rod to patch the tank. Whatever you do, be carefull. They used to say and I agree, that a tank with just a little bit of gas in it is more dangerous than a full one, due to the fumes.
