Emission issue?

'96 f-150 5.0L manual trans.
Here are my symtoms:
1. Only has issues once engine has warmed up. No issue when it is a cold start.
2.When restarting when warm, must hold gas pedal down, sounds like its flooding. sometimes it will start, others not. smell gas when it starts
3. once running, idle increases randomly when if not in gear. jack rabbits when shifting (random times).
4. after running for a long period, when restarting sometimes will die when put into gear to start driving. bogs down, flooded?
5. it does it on both tanks and fuel filter has been replaced.
could this be a vacumm issue or another part?

Sounds like you have a bad Fuel Pressure Regulator (FPR).
Pull the vacuum hose off the nipple on top and turn on the key with a cold engine.
If any fuel comes out of the nipple on top of the FPR it is bad.
