Exclamation Edelbrock 1406 & Ford 460 = running rough!

I posted this in the carburetor forum, but I'm not sure how much traffic my thread will see. Please post replies in the other forum, not this one.

Hey guys I have a basically stock (rebuilt, headers, 1" carb spacer) 460 running an out-of-the-box Edelbrock 1406. I've been able to dial in the idle, and the carb works great under load, but it runs like crap in "cruise" or under light throttle. It spits/sputters and surges pretty bad. It seems like its misfiring, but I know it isn't.

What can be done to correct this? Do I need to order a tuning kit? Does it sound like I'm lean or rich?
