Looking for the fuel pump on a 96 E450 bus.

Got roped into messing with a non running E450 bus with a gasser V8. It sounds like it wants to fire, so, I'm assuming that it's a fuel problem. Most importantly, I'm not hearing a fuel pump run when I turn on the key. First off, is there a fuse that might blow? Our maybe a safety shut off switch? And if it is the pump, since I only saw the filter on the inside frame rail, is it safe to assume that the pump is in the tank????
Thanks in advance for any insight.

The pump is in the tank and there is an inertia switch. The inertia switch may be above and behind one of the kick panels up front.
