Downshift problem at highway speeds

My neighbor stopped me on the street and was asking me about this, he has 88 bronco II and said he'll be driving down the highway at 55mph and all of a sudden it'll just downshift and top speed is 35mph. Anybody have any ideas?

It has a 2.9 motor, if that helps.

Not much to go, so if you can get him to go through his problem in a little more detail, it would help. A first guess is, is the transmission fluid full and in good condition?
