With the electronic switching you don't have to be in neutral to goto 4H, but it wont hurt.

When you turn the **** can you hear a noticeable clunk from the transfer case?

You made sure your foot was on the brake? You only need to be in neutral for 4 low 4hi can be done in gear and at speed.

Check wiring at t-case. And at switch in dash. Actuators go out from time to time but on more than one occasion I have experienced a poor connection at t-case at the plug which is often diagnosed as actuator failure. Hope this helps.

Stand outside your truck and turn the switch to 4x4 and listen, you should hear the motor on the transfer case turning. If you don't hear the motor working, you may need to check the connection on it. I also heard the motor can hang up and needs to be taken off and put back on.

Here is a write up I did on diagnosing ESOF transfer case issues. Bear in mind that it is written from a 2004 perspective. The fuse numbers will be different for a '99, and in '99 there was not a 4WD Control Module, the General Equipment Module (GEM) did all that stuff.

Other than that, it is applicable.

I don't believe the light test will occur until you start the engine.

However, you can try this. I'm not sure I entirely remember the procedure though.

Turn the key off. While holding down the trip meter reset button turn the key on. This puts the instrument cluster into a test mode. Each press of the button will cause it to do a test. One test will cause all the needles to sweep. One test will cause all of the indicator lights to come on. I don't recall the order that all this happens though. But if you do it and just keep pressing the button, after a couple presses all the lights should come on and you can see if the 4x4 light is working.

There are two ways to test the instrument cluster lights.

1) Start the engine. The 4x4 and Low lights should come on.

OR

2) Put the instrument cluster in test mode by turning the key on with the odometer reset button held down. Once in test mode, release the button, then push it until all of the instrument cluster lights come on.
