Under the valve covers there are the standpipes, dummy plugs, and the o-rings in the tops of the injectors where the HP oil rail plugs in. If you have the valve covers off then remove the ICP sensor and air test them before replacing them. Might save you some unnecessary work.

If you have 700psi at the ICP sensor then your problem is not in the HPO system. You only have to have 500 psi to start.
look in the tech folder there is a No-start thread in there. That is where you need to start. By the way you should NEVER spray any kind of starting fluid in these trucks. It is really bad for them.
