This was a failed venture by Kiaser, Tucker, a Pontiac design engineer, and a bunch of investors that lost a ton of money

Yes, an interesting story. I have a brief history in an old Hemmings SIA magazine. Interesting, the designer used his wife as the model when they introduced the car. The link below is not the article I had in mind but does give a brief description of the car.

It's Russian. A locomotive body on MZKT-7919 chassis

Here is a link to Soviet concept vehicles. These are really oddball. The train car is a ways down the page.
