99 SD V 10 Charging issues.

I noticed the other day that my volt gauge was acting odd... jump to 18 volts and back to normal . I plugged in my scan gauge and seen 17.2 volts then back to 14.2 and all over the place.
My first thought was the regulator... So had the alt rebuilt,and it does the same thing.
Checked cables and grounds and even hooked up my booster pack to see if the battery was the culprit.
What I have now is a steady 14.4 volts when its running but jumps to 16-17 just after start up.
Even if it stays at 14.4, the BAT light stays on ,on the dash.
I have ran the blower motor,lights and wipers and the voltage stays steady.

Any ideas????

Did they replace the reg? Measure at the battery..14.4 or so never wavering much with a fully charged battery.. Check battery.. If light is on there is a bad connection between the alt and dash..
