Ummm.. that's a great deal for sure! I'm just about to list my 96 for sale and not at that steal of a price.
Good luck with the power loss issue. I'd take a look at the distributor cap and rotor too. If the fuel filter was never changed, chances are the same goes for other routine maintenance items that can cause problems.

FUEL problem update
Just installed a Auto Gage (Auto Meter) mechanical fuel pressure gauge on the fuel rail...27psi @ idle.
According to the following, that's just a little low at idle:

5.0L 35-45 psi
5.8L 35-45 psi
7.5L 35-45 psi
Also noticed the fuel pump seems AWFULLY LOUD when I knelt down to check exhaust. Should I even be able to hear it?

It needs a new fuel pump, you can get a good one at Ford, I did.
But it's not a necessity right away the old pump will keep going for a while, just not at high speed, it's still good out on the trail when you're not flowing a lot of fuel thru the pump. There's a valve in the pump that adds back pressure, then afterawhile it gets pushed out of position so the fuel pressure drops and with that the speed drops.
Then magically the valve replaces itself and it works alright, until it doesn't.
But it's not a necessity right away the old pump will keep going for a while, just not at high speed, it's still good out on the trail when you're not flowing a lot of fuel thru the pump.
