fuel filter plunger cutoff removal

on powerstrokehelp on youtube ( i dont like all he has but this one might be ok) says that if you take the fuel cutoff plunger in the filter housing the one that if there is no filter in it it wont let the fuel though out it will make it run better. is this true are a waste of time.

There are bigger restrictions in the fuel system that don't cause any ill effects. If you get to the point you've got enough power to start running out of fuel, don't waste your time with stuff like the stand pipe, just go the fuel bowl delete and full regulated return route. Removing it won't make it run any better.

I removed the plunger in mine a few yrs ago when doing a filter change. Didn't see any noticable difference in performance.
