Cruise Servo

Background first: The cruise hasn't worked since I bought the truck. None of the switches would work in the static test. I replaced the switches and got another light in the static test. Only the on light. So I replaced the clockspring. Now all switches work during the static test with no errors. I test drove the truck and when I press the on switch the cruise light doesn't come on and no cruise with the set switch. I bypassed the brake pressure sensor on the master cylinder and had the same results. It has been replaced at some point during the recall. The brake pedal switch checks out good. There is no ABS light on. All the dash lights work when starting or key turned to run. So I tried the static test again with my wife doing the key and switches for me while I watched the servo cable. There is no movement at all and the servo will click pause and click again. I figure the servo is froze or somehow screwed up and needs to be replaced. My question is would the servo not working properly prevent the cruise light from coming on and no cruise at all or am I looking for something else along with the servo? Thanks.
