Is it Standard now? Have you got it open? There's no reason to go more than is needed, but you do gain compression ratio (and a few cubic inches) as you increase the bore. Most flatty's can be taken out to almost 1/8", unheard of with modern engines, but ultrasonic testing is needed before going that far.
Generally the standard O/S's are .010, .020, .030, .040, .060, with aftermarket sizes above that. One thing that is sort of new is using "metric pistons" and rings. I don't know a lot about them, but essentially they are not quite a standard O/S, but have thin rings that greatly reduce drag and wear yet seal better. The metric pistons are also lighter. As always, you want the pistons in hand before the boring bar hits the cylinder walls.

I would not modify the block for the "full flow" oil filter setup. Modern spin on oil filters still have a bypass valve built into them. The filtering media in the filters cannot handle the volume of oil put out by an oil pump. Why plug, drill, add external lines, etc, to add an upgrade that really isn't an upgrade?
