2001 f350 powerstroke constant running fuel pump

engine started intermitently yesterday. today won't start. when ignition is on the fuel pump runs continuously like it isn't building pressure. when cranking the tach registers rpm. so probably not cps. what next?

The fuel pump should run constantly to maintain the 50+ psi requirement while running.
Do you have a fuel pressure gauge? Have you done the Hutch mod?
