Sounds like the neutral safety switch is not aliening properly if it's connected. Try turning the key over to the start position while slowly moving the gear selector down to low and back. It's a good chance th etruck will start before it gets to R.
Look under the dash on top of the column to see if there is a gismo that looks somewhat like a gear selector. That is where that switch is located if it's there.

The OP says the part is cast iron. I haven't a clue what part he's referring to. He said he removed the wheel to get to it. You don't remove the wheel to get to the gismo.
Gismo: D0TZ-7B097-B (replaced D0TZ-7B097-A & C5TZ-7B097-A) .. NSS Selector Lever.
Applications: 1965/77 F100/350.
Made of spring steel, snaps onto the shift tube thru a hole in the column cover. Its knife blade end fits into the NSS
What usually happens to it: Its knife blade end snaps off, or the puppy loses tensile strength and falls off the tube / Looks sorta like this: }---
If the knife blade end is broken off, or the puppy is missing, the truck can be started in any gear.
What part is cast iron in a steering column? If he removed the wheel, the only thing I can think of that would cause shifting problems is the shift collar (base aka pot metal).
Maybe he's referring to the half moon shaped detent ( \ P I R I N I D2 I D1 I L / ) that bolts to the bottom of the upper flange. The tab on the shift lever fits in between the detents.
