Crappy home-made trailer wiring splices near the tail lights have been known to cause this.

Does it only pop the fuse when you use the turn signal?
I had a short that would blow when you used the brakes -or- the turn signal.

Look first for bad wiring at the rear.
Otherwise
Maybe a chafed wire in the column, where the switch is?

Seriously, trailer wiring is the number 1 cause. Followed by a bare wire at one of the signal light sockets.
If the brake light fuse has not given any issue, then it could be up front. Does it tend to do it when the right of left signal is used? Or is it random?

I have had that fuse blow when a trailer was hooked up and I shifted the manual transmission into reverse - you could hear it pop when it went.

Another possibility is chafed wiring beneath the steering wheel.

ive never heard it pop but my radios always on, but I do think that the trailer wire is still a very good possibility.
