LOL
Hahaha! If you had tuned it and were running the Dashdaq, you would have up to date scans of the ECU! I say you test her out with the Spartan 350hp tune and find out of that little turbo is working or not!

Side note,
Anyone watch Swamp Loggers on Discovery Channel? A Mack with a trailer (empty) was stuck in the mud and they used a 6.4 to drag the sucker out! Not to mention the F250/350 was running what looked to be 20-22" wheels with not so aggressive tires. Made me smile!

So if the actuator on the turbo moves freely with the truck off, there is no carbon buildup right?

I can move it easily, there is no drag at all.

Yes, should move freely. Also when you turn the key to the on position it should cycle..

If there is literally "no drag at all" that it is probable that something is broken, possibly in the servo actuator gear train. And yes, you should see the actuator cycle when you have someone turn the key on.

You're not going to believe this...

I had the exact same problem with my truck. It took me some digging. Look under your hood and see if you have the " tall" napa engine oil filter cap. Their filters are taller than stock. With that being said if you put a stock filter under the taller cap it will not seat. This will lower your engine oil pressure. The turbo actuator is operated from oil pressure resulting in a longer turbo lag.

The turbocharger on the 6.4 is electric, it would move just as fast if there was zero oil pressure.

All electric...that is why if you key on..it will move without even cranking it over. That is why there is a wire to it.

The NAPA filter is a whole different matter...called starvation.
