Question Distributor

Sprayed **** out of base with pb blaster and wanna advance timing to 12 or 13 btc. But can't get it to move for nothing. I don't wanna pry too much or tap on it and have it break. Anyone have suggestions? Got it two months ago and was getting 8.5mpg in town now i'm just under 11. Runs better but still seams doggy at times and feel this engine should have better response and power over my old '95 w/ 302.
Also, mechanic friend of mine checked it out and timing was good. Checked myself after running sandpaper over it and it looks like 8-9* btc. Noticed that spout is in it's at 20 btc, is that normal at idle? When i give it some gas it goes to 30 btc.
