Noob Help Please

1995 F-150 5.8l Eddie Bauer. I'm trying to troubleshoot a problem with my son's best friends F-150. Cranks, but will not start. Confirmed it was getting spark and replaced the cap (cracked) and rotor. Confirmed that the fuel-pump cut-off inertial switch had not activated. I disconnected a fuel line at the filter and turned on the key and no fuel came out.
Now my question. I disconnected the electrical plug to the fuel pump to test for voltage. There are 4 pins and I need to know what voltages I should be getting across what pins. I did a random test and got 7-8 volts depending on which pins I tested. Also, the battery was low. I'm trying to decide whether it's the fuel pump itself or the voltage going to it.

I'd get the battery charged all the way up or get a new one in it. Not sure on the voltage question. Do you have 1 or 2 tanks?

Do you hear the pump priming when you turn the key on?

I have some troubleshooting help here;

I would try this 3-point voltmeter test first.




If all of this works out, then I would start looking at the fuel delivery system.
Let me know if any of it helps.

I had the same problem yesterday. My fuel tank selector switch went bad on the dash. I'd try that first as it's probly the cheapest thing to try.

Single tank. Had my charger on the battery for a little while to bring it up to where he could crank it. I could NOT hear the pump when he turned the key on and no fuel out of the fuel filter with the fuel line off. I'm trying to determine if it's the pump or the voltage to the pump.

scratch my post that would only be the problem if it had dual tanks..id gusss the pump probly went, how many miles is on it?

I think it's around 135K. I'm leaning towards the pump as well, but want to be as sure as possible. He's a young kid, working paycheck to paycheck and doesn't have a lot of money to throw at parts. I'm measuring some voltage at the fuel pump connector, but it's only 7 or 8 volts depending on the pin combination I'm testing. That may be because of the low battery, but I'm not sure. Just wanted to know if someone knew the voltages at that connector across which pins.

Looking at the Haynes manual, if you've got everything jumpered correctly, you should read >10.5 volts which I read to be greater than 10.5 volts. There are two notes listed in the instructions: #1 FP relay installed, key on, #2 Ground DLC(1) with jumper to energize fuel pump control circuit. Not sure what #2 two means but if you need more info you might want to check the Haynes Ford Pickups @ Bronco 1980-1996...
