Chapter Specific Classifieds?
How about having a classified section devoted to a specific chapter? Some forums I belong to have a section for local classifieds and it seems to be pretty helpful when you're looking for something close to you or an area that you frequently visit.

Each chapter already has a buy/sell/trade thread which is a read first in the chapter forum.
