Cruise Control -- Fixed!
With help from the forum I was able to fix my cruise control tonight.
The cruise control self diagnostic flashed three times after pressing the last button on the steering wheel.
The brake pressure switch recall was completed on my truck before I purchased it. I found the fuse blown and all the cables covered in brake fluid. I tried to jumper the switch but the cruise control still didn't work.
Today I installed a new switch and cleaned up the cables. I applied a lot of electrical grease on all of the connections and replaced the fuse.
Problem solved for a total cost of $20.00.

Similar issue and fix for me too!
03 Excursion that had already had the recall work done. Doing the diagnostics test, I also got 3 flashes. Fuse was good on the recall harness, but had oil leaking from the switch. Jumped around the switch and the system tested fine. Replaced the switch, cruise control works again.

Yes. Brake fluid was leaking from the switch and had dripped down and more or less used the wires as a drain system. Was not dripping, but there was enough seepage to really make a mess.
Interestingly enough, I had assumed that the recall also replaced the switches, but it appears there has been a redesign or something since then. The switch I got from the Stealership came with a short harness/adaptor cable that plugged into the original recall harness, and the other end plugged into the new switch.

Yup, this is the same scenario. The wires were coated in brake fluid. The new switch is a slightly different style and includes another wire harness. I'm guessing it's Ford's attempt to stop the leaks.
