I know.
It should stay open, but people have had it close while its unplugged.

You can test the TPS :You need to put a voltmeter across the GY/W and the GY/R wires on the connector to the TPS. With the key on, watch the voltage across the range of the throttle to see if there is any flat spots. You should see no less than .37 volts at idle position and no more than 4.5 volts at full throttle. The the third wire, (BRN/W), is the ref. voltage and should be 5 volts all the time.

Kinda weird it would only do it on grades though Rick, dont you think?

Perhaps he's having a MAP issue?

Man, this is a active thread! Ha! Anyways, back with a road report. I unplugged the sensor for the butterfly, and also tied down the butterfly so it wouldnt close on me (I verified that it was open before tieing off, and pulled the down pipe off and physically looked in there to verify it was open).

I drove the truck to the Siskiyous on Oregon/California border. Drove it at 70 MPH, it cut out on me twice, but it only lasted a couple of seconds... whereas before, it seemed like about 10 seconds.... so it appears that it may have possibly helped a little bit??? I am still getting a PO237 code, for the turbo sens A low circuit.

As I have been trying to read into this code a bit more, I have seen a few things where they say it could be a faulty MAP Sensor. I do have a 1997 Ford F-350 Powerstroke that just hit 100k, and runs beautiful... thinking about pulling the MAP sensor out of it and putting it in the '95. Let me know your guy's thoughts and I will go from there! Thank you!

That would be my other thought, bad MAP sensor... That would explain that code.

Hey guys, thought I would give you a update as to the problem. Went ahead and checked the TPS as some people advised to check it. I have two Powerstrokes, a 97 and a 95. Anyways, with throttle at idle, I had .70 volts, same on both trucks.... full throttle was 3.89. very close to each other... no flat spots were found. The constant wire on both trucks had 5.10 volts. So, they all seemed within spec. I then pulled the MAP sensor out of my 97, and put it in the 95, and WAH LAH, fixed the problem! I now have no codes being thrown out, went up and over the Siskiyous TWICE, no error codes still, and ran great. So, the culprit is the MAP sensor. Off to the parts store tomorrow to put get one... thank you all for your help, and hopefully this thread is of help to the next guy!
